The Ops Manual was like that when I got there, but I’ll admit it was a head-scratcher for sure. The person who almost certainly put that line in there was also the one who it most obviously would have applied to. Your guess is as good as mine but that ‘presence/absence’ bit kind of implies someone else was prominently whale-tailing it.
