I thought the FAA had already ruled that this wasn’t kosher.  It *may* be different if it was a means of selling excess seats on a charter, though that kind of negates the point of a private charter.

I'm not sure if this is going to fly
I think there was a previous ruling by a DC Circuit court
that shut the idea down
