It would be interesting to see how broad the experiences are of your average examiner. I'd like to become a PE myself (thought being an ACP a would open the door to at least IFR - nope) but I don't want to have to maintain an instructor rating to the required level. I don't want to instruct I want to evaluate; to apply the standards in the flight test guide and PE manual and to use my experience to make meaningful suggestions in the debrief. I worry a large number of our PEs in the country are lifelong CFIs who have never left the circuit.

If you are being a PE towards a Multi rating or an IFR, you wouldn't need to have a valid Flight Instructor Rating. Essentially, you need to qualify under CAR 405.21 & 22 to be able to teach the rating or license you wish to be an examiner for. Thus, if you have the 500 PIC, 50 on Class, 10 on Type requirement fulfilled, you can become a PE for Multi and IFR.
