So what is an Accountable Executive?

Here's a nice definition:-

Essentially that person is the certificate holder. The AOC is supposed to live or die through that persons oversight.

No they are not. A chief pilot is not even considered management and an accountable executive is required to oversee the entire company and all departments. A DFO by definition is operations only. Correct, but the A.E. Can also be the chief pilot or Ops Manager. But those titles cannot be construed as an AE. A Safety Officer must also have a direct link at any time to the AE without having to go through a CP or DFO.

The Accountable Executive is the person who has the authority to make decisions (particularly financial) with respect to a company's operations.

It is the entity invented by Transport to try to keep themselves from being sued.
