Why at 14000 and below is a min and above 1:30 min? Focus is why 14k asl? Why not use 12.5 or 18k as different classification of airspace starts there or why not 10k speed reduction or oxygnen rule.

Likely a through back to safety altitude associated with emergency descents.14000 feet is where you stop to do you assessment, check weather and figure where you are going after a high dive.


The rule I question is why are we not like the rest of the world and using flight levels except for transition to land or take off. Small aircraft are now flying farther and are used to actually go someplace other than your weekend local warrior. It's become a real safety issue since there are a lot of open spaces in Canada with no real time wx reporting and a neglected kollsman is just bad.
