One needs to use common sense. That is a huge portion of flying safely. I know a 172 well enough that I am not too worried about 3 normal people, full fuel in standard tanks and 50 pounds of extra stuff. Even at a 3000 foot airport with a good long runway and no obstacles.
Mostly, I fly by myself anyways. Doing the W&B once in a while can be a nice refresher but on needs to be able to recognize when margins are getting tight.
You can easily crash an airplane well under mtow departing a short runway with obstacles and other issues such as slope, long grass, etc.
That is where the decision-making becomes crucial.
