The objective of regulations is to impose control by
government over the citizens.

[b]Control[/b] is the bureaucratic imperative.  Not safety.

The government doesn't give a shit about the best
interests of the citizens.  The government wants
power, and it will do just about anything to maintain it.

It's all about buying popularity with the illusion of safety. A bad thing happens and the government reacts by pumping out regulations. And bragging about them. Those who aren't affected by the regs see it as proactive and responsible. Unfortunately those are usually the voting masses, who then keep the regulators in power.

I think a lot of these exercises would be beneficial for qualifying flight test candidates and learning pilots.
