Invoice Before Certificate

Last week I received the $55.00 invoice from TC for ''processing of medical certificate'' >:D
but never received the actual certificate
Don't remember ever getting an invoice before getting a document from TC
Is this a new policy ?

Probably the government drones in the printing lab have all quit for not being paid by the Phoneix pay system.
